The Belgian Patients’ Rights Act of 22 August 2002 provides that the Federal Commission on Patients’ Rights is established by the Federal Public Service of Health.
This Commission gathers information on matters related to patients’ rights, advises the Minister, evaluates the application of the Law and the way the ombudsman services operate, and makes recommendations thereon.

Missions
to gather and process national and international information relating to matters regarding patients' rights;
on request or on its own initiative, to provide the Minister of Public Health with advice on the rights and obligations of patients and healthcare practitioners;
to evaluate the application of the rights provided for in this Law;
to evaluate the way the ombudsman services operate and to make recommendations thereon.
The federal ombudsman service for patients’ rights was established by the Federal Commission on Patients’ Rights. The ombudsmen attend the Commission’s meetings and take part in its activities.
Composition
The Commission is composed in such a manner that representatives of the patients, healthcare practitioners, hospitals and insurance institutions, as referred to in Article 2, i, of the Coordinated Law of 14 July 1994 on the mandatory insurance for medical treatment and payments are represented proportionately. Civil servants of the ministry departments or government services concerned can also attend Commission meetings as members with an advisory vote.
